Wand of Vertigo

     Three  times per this wand releases a 30' cone of energy.  This can be  maintained by the user for 1 turn per 10 Fatigue spent powering it.  All  those in the cone of effect are struck with overwhelming feeling of  disorientation and dizziness.  Targets must make a Willpower check at a  TS of 8.  Those that fail fall prone and are only able to move 5' per  movement. Should they attempt to move faster, they must make a Stamina  Check at TS of 7 or pass-out for d10 turns.  During this time all  actions taken by the targets suffer -8 successes.
